OBJECTIVE:

The objective is to support MSF Brazil, LAT and CAMINO / CAMEX in leading the process of elaboration of the application to be granted the right to run operations by the MSF movement. The application should allow the translation of the principles and ambitions stated in the “declaration of intention” into a legal set-up, an organizational set-up (including structure and governance) and initial strategic priorities.

The project will be co-leaded by 2 Senior Project leads, one with a strategic focus and the other one with an engagement focus.

The Senior Project leader with engagement focus (this role) will be more specifically responsible to ensure that the process engages a wide range of voices in an inclusive, collaborative and at the same time conclusive way.


RESPONSIBILITIES:

Specific responsibilities of the Senior Project leader with engagement focus:

1. Conduct an inclusive, consultative process:

a. Together with the Steering group, develop a consultation strategy / plan that ensure an extensive yet efficient inclusion of a broad range of voices in the elaboration and validation of the application.

b. Organize workshops, webinars, surveys, digital engagement platforms as necessary, together with the associative coordinators of the different MSFs involved.

2. Ensure change management:

a. Develop a stakeholders and context analysis

b. Develop a change management plan and implement it

c. Develop and implement a communication plan with the support of the communication departments of MSF Brazil, MSF LAT and CAMINO


The Steering Group will appoint sub-groups which will oversee the different “workstream” of the project. In this case the work of the 2 co-leaders will be to support the work of those sub-groups and ensure that they reach their objectives. Here is the list of those sub-groups and their responsibilities:

• Sub-group in charge of proposing an organizational set-up:

a. Elaborate the mission and vision of the new OD

b. Propose a structure and governance for the OD, highlighting its transformational aspects and how they are a translation of the principles of the “declaration of intention”

c. Define the Culture of this new entity recognizing the importance it will have in the success of the OD in the long term.

• Sub-group in charge of defining the initial operational strategic priorities of the new OD

a. Identify the potential operational added values for the OD and propose a set of operational priorities

b. Define a general operational growth trajectory for the first 4 years

• Sub-group in charge of defining a 4 years resources projection

a. Establish projections in terms of HR and financial resources required for the first 4 years

b. Elaborate a budget and HR plan for the first year


Specific Responsibilities of the other Project leader in which the project leader with engagement focus will have a co-leading and supporting role.

1. Propose a legal set-up

a. Identify the different options for the legal registration of the new OD in accordance with the MSF International statutes

b. Validate the final option together with the Steering Group

2. Identify the required changes in the global MSF architecture

a. Some of the ambitions we have are a clear shift from the current OC models on which the global architecture of MSF was built. Its construction will be an opportunity to propose changes to this architecture to ensure that it can fit in it.

3. Redact the application

a. Highlighting the added value to the social mission of MSF

b. Aligned with MSF international statutes requirements

4. Identify lessons learnt and capitalization from the process to be used by others

Requisitos

DESCRIPTION IN ENGLISH

EXPERIENCE:

• Coordination of strategic projects based on consultation / engagement

• Facilitation of diverse groups to engage perspectives, generate ideas and encourage collaboration

• Online engagement of stakeholder groups

• Analysis and documentation for executive review

• MSF management experience is mandatory


LANGUAGES:

• Fluency in English and Spanish is mandatory

• Portuguese is an asset


SPECIFIC KNOWLEDGE:

• Change management

• Knowledge of MSF and MSF stakeholder groups (staff, associative, executive)


COMPETENCIES:

• Strong listening, oral and written communication skills

• Strong organizational skills to bring together (physically or virtually) key stakeholders across MSF

• Ability to facilitate diverse groups, engage participants, solicit input and generate discussion

• Ability to extract key ideas and messages and collect/consolidate input into a coherent document/report

• Ability to disseminate ideas across the MSF movement

• Conversant in eCommunication and social media engagement

• Computer literacy with MS Office tools and internet


LOCATION:

• Brazil, Mexico, Argentina or Colombia (local MSF contract in one of the mentioned countries)

• Working from home is possible.

BACKGROUND:

MSF-LAT and MSF-Brazil are institutional members of MSF movement as sections and associations. MSF CAMEX is in the process of becoming an Institutional Member in 2023. And MSF CAMINO is an innovative institutional / operational model governed by a partnership between OCs, sections and associative representatives.

Together they bring financial and human resources as well as expertise to support MSF projects around the world. Their associations count more than 800 members. And, together fundraising more than € 45 million to the MSF movement with around 750,000 active donors and more than 400 regional professionals from various specialties sent every year to projects around the world. Over time and in particular during the COVID emergency, they have confirmed their capacity to contribute directly to MSF social mission in the region, with innovative approaches like the PAEC (Proyecto de Asesoramiento Estratégico ante el COVID-19 en Latinoamérica) project, direct operational support to more than 25 COVID projects in the continent and doing small-scale emergency responses

MSF footprint in the Americas is also composed of two other major sections, MSF USA and Canada which have played a key role in the development of MSF. In terms of operations, there are regular missions covering Haiti, Mexico, Honduras, Guatemala, Panama, Venezuela, Brazil and Colombia, as well as emergency preparedness and response teams, corresponding to five OCs, (OCBA, OCB, OCP, OCG and OCA). This represents around 5% of the global operational portfolio of MSF. Finally, there are three Branch Offices (Uruguay, Colombia and Chile) and MSF offices in the cities of Bogota, Buenos Aires, Rio de Janeiro, Montevideo, Ciudad de Mexico and Sao Paulo.


Since a few years, the coordination and collaboration between the different MSF of the region has consolidated. The Brazil Medical Unit (BRAMU) is supporting the operations in various countries, a regional intersectional supply initiative started in 2021 and numerous collaborations in terms of mobility of staff are on-going. Strengthening those collaborations is a strategic priority for the MSFs leading the construction of this new Operational Directorate.

In parallel executive and associative discussions have been happening between the MSFs of the Americas (including MSF USA and MSF Canada) regarding new ways of development for MSF that would better serve our social mission locally and globally. Those conversations have influenced the development of MSF in the region in the past years:

- The launch of the CAMINO initiative in 2018 as a partnership of all the MSFs in the region

- The inclusion of the intention to manage operations in partnership with other MSF in MSF LAT application to become a section in 2020

Similar conversations about the future of MSF also happened at a global level, leading to the “call for change” and then MSF We Want To Be process.

Moreover, there is an increased decentralization of operational management from the OCs in the region, with OCG having localized operational management to Mexico, OCBA moving its LATAM cell in Colombia, and OCB re-centralizing in South America, with focus in Brazil.

As a result, a meeting between key executive and board people from MSF LAT, Brazil, CAMINO/CAMEX was held in April 2022 in which the principles of a proposal to have an OD in the Americas were established. This meeting was followed by a webinar with the associative members on 6th of May 2022 and a formal endorsement of the “declaration of intention to seek the right to run operations” by the association during the joint General Assembly on May 21st 2022 in Rio (MSF Brazil: 62 in favor, 1 abstention, 1 against. MSF LAT: 56 in favor, 12 abstentions, 2 against).

This proposal for a new Operational Directory is a response from MSF Brazil, MSF LAT and CAMEX to the urgent call within the MSF movement for a new and different approach on how to develop our social mission. Its purpose is to serve our beneficiaries (patients) at a global level, and it will be focused on the management of operations and governed by a partnership of the associations of the Americas. It will ensure a greater contextualization of our operations in the region, bringing them closer to patients and communities, involving them in the design and decision-making processes. It will rely on regional and mutualized support units.

MSF USA and Canada are key partners in this initiative and their involvement in regional debates and discussions have strongly influenced its construction. The form this involvement will take in the next steps is under discussion.
